Update on the Modernization of the Act, Regulations, and Systems (MARS)

Reporting Period July 1, 2015 to September 30, 2015

Since the first reporting period (April 1 – June 30, 2015), the 2nd Consultation Draft, Phase I Regulations was reviewed by IOGC's stakeholders: Joint Technical Committee, 3 producing First Nations, industry and the provinces. Their valuable feedback was considered and accommodated by the development of a new set of drafting instructions to guide the drafting of the next iteration of the regulations. The majority of this input was completed by the end of this reporting period. IOGC continues to make progress and is on target to receive a complete set of regulations back from the drafters by early February, 2016.

In consideration of the time required to accommodate input from stakeholders and the government's regulations review and approval process, it is now projected that the 2009 Act and its regulations will come into force in the 3rd quarter of fiscal year 2016-2017.

The RIMS2 (Resource Information Management Systems) project of IOGC is continuing to work with the Provinces to ensure data is in sync prior to automated data exchange with PETRINEX (PETRoleum INformation EXcellence) in order to avoid risk in having inaccurate or incomplete data exchange. IOGC has hired a RIMS2 project manager who has been working on-site since the beginning of July.

The RIMS2 Executive Steering Committee and the RIMS2 Project Implementation Committee are meeting regularly. Documents to support the RIMS2 project for submission to the Treasury Board have been prepared, these include:

  • Project Charter
  • Project Management Plan
  • Software Development Plan
  • Project Complexity and Risk Assessment
  • Privacy Impact Assessment
  • Project Brief
  • Treasury Board Submission
  • Financial Plan

The Treasury Board's project and expenditure approval; for IOGC's RIMS2 project is expected in early 2016. IOGC remains optimistic and has taken a proactive approach by diligently preparing documents for the contracts so work can start promptly upon Treasury Board's project and expenditure approvals.

IOGC's Organizational Change Management (OCM) section worked with staff for an internal review (gap analysis) of the drafting instructions and regulations prior to sending these documents to the drafters. This proved to be a time consuming but worthwhile project, the team worked diligently to meet the project's goals and timelines.  Subsequent to the gap analysis, IOGC's Executive team received OCM training on how to sponsor the MARS project.  Furthermore, managers and supervisors also received OCM training on how to support staff throughout the oncoming changes that will inevitably, be a learning curve met with challenges. IOGC staff continues to acquire new skills and tool-sets in order to prepare and work with the overall 'change management' plan and timeline of the MARS project and the new act and regulations forthcoming in the fall of 2016.
